The Office of Procurement Regulation
March 22nd, 2023
Guided by section 13 (1) (b) of the Act, The Office of Procurement Regulation is empowered to “set training standards, competence levels, and certification requirements to promote best practice in procurement”. In setting this Standard the OPR’s goal is to support the development of public procurement capacity, training and dissemination of information, and ensuring the effective application of public procurement rules through appropriate mechanisms.
Section 13 of the Act mandates the OPR to prepare and issue model handbooks, review guidelines, develop standardised bidding documents and relevant procedural firms for use in public procurement, retention and disposal of public property. These documents aim to:
- Foster effectiveness and efficiency of the public body’s management and administration of procurement
- Guide suppliers and contractors to better understand procurement policies and assist them to submit better bids and proposals.
